The primary component of this offense is the propagation of hate, encompassing material specifically crafted to instigate hostility or antagonism amongst persons or groups of varying religious beliefs, sects, or racial origins.

Penalties for hate speech encompass the possibility of imprisonment for a duration of up to seven years, a monetary punishment, or both. The purpose of these penalties is to discourage persons from participating in hate speech activities, which have the potential to cause social disharmony, disputes, and tensions.
