Because every administrative unit maintained its own population estimates, it was difficult to get reliable national data for Pakistan’s 1997 national census.

The government responded by requesting that the Pakistani military supervise the procedure. The census was to be coordinated by the army air defense command headquarters.

As a result, a digital identity system was created. The National Database and Registration Authority was established in March 1998, and 60 million data forms were sent out across the country. The census collected detailed information on each person in addition to population data.

With assistance from the Pakistan Bureau of Statistics, government workers, and the armed forces, the project was finished despite having few resources. A significant challenge was digitizing the data, which involved developing a system to process Urdu digitally.

The computerized National Identity Card was first made available by NADRA in 2001.

Thanks to the efforts of the Armed Forces and other important institutions, Pakistan is now one of the few nations with a modern digital identity system.
