18th Amendment provides substantial resources to provincial governments: Mustafa Kamal

Federal Minister Mustafa Kamal has said that the existing structure of government in Pakistan is not in a position to adequately meet the requirements of the people and new administrative entities should be created.

Pakistan was no longer left with four provinces but had become four sovereign states after the 18th Constitutional Amendment, stated Federal Minister Mustafa Kamal.

The present system of governance cannot operate Pakistan.

Addressing a gathering here Sunday Kamal said the 18th Constitutional Amendment devolved huge authority and resources to the provincial administrations.

“The four provincial governments have deprived people of basic facilities,” Kamal added, saying that people are still facing shortages in education, healthcare, employment, water, power and gas.

The federal minister said the creation of additional administrative entities was no longer a political demand but had turned into a kind of need for Pakistan.

He believed that smaller administrative entities would move government closer to the people and improve the delivery of key services.

Kamal said that the resources given through the National Finance Commission (NFC) Award might be used more efficiently in the smaller administrative divisions. He suggested that the establishment of more units might also assist stop the use of phoney domiciles and deal with issues of merit and employment prospects.

“I urge the youth to help create new administrative units,” the federal minister said, adding that such reorganisation may bring about better governance and more access to public resources and services.
