On Monday, a Lahore High Court judge referred a petition to acting Chief Justice Shujaat Ali Khan over unexpected power outages, asking that it be heard by a different bench.
The hearing was presided over by Justice Faisal Zaman Khan.
Advocate Azhar Siddique made his arguments during the proceedings on behalf of the Judicial Activism Panel.
But the judge sent the case back to the acting chief justice, requesting that Justice Shahid Karim, who was already hearing a related petition, set a time for it to be heard.
The petition emphasizes that the nation can produce 40,000 MW of electricity, but real output is still limited to 28,000 MW.
It makes the case that seriously violating the constitution would be the result of not providing the general public with this fundamental need.
The petition further notes that power outages in cities can continue up to eight hours, while outages in villages can last up to twelve hours.
